News: Odisha signed an MoU with NCCR to launch Marine Spatial Plan for integrated coastal planning under Indo-Norway ocean initiative.
About Marine Spatial Plan (MSP)

- Odisha has officially launched its Marine Spatial Plan (MSP), making it the first Indian state to do so.
- Pilot Frameworks: While pilot frameworks were previously implemented in the Union Territories of Puducherry and Lakshadweep, Odisha is the first state to adopt it.
- Marine Spatial Plan (MSP): Marine Spatial Planning is a tool for sustainable and integrated ocean management to utilize marine resources efficiently.
- Implementing Partners: Odisha Government and National Centre for Coastal Research (NCCR) under Union Ministry of Earth Sciences are implementing this plan.
- International Cooperation: The initiative is part of Indo-Norway Integrated Ocean Initiative under the 2019 MoU between India and Norway.
- Objective: The main objective is to ensure sustainable use of marine resources, promote blue economy growth, and strengthen climate resilience while balancing ecological and economic needs.
- Key Aspects:
- Scientific Mapping and Assessment: Experts will study coastal waters, including salinity, temperature, and conduct benthic mapping to identify suitable zones for activities.
- Sectoral Planning and Resource Use: The plan will identify areas for fisheries, tourism, ports, aquaculture, and industries to ensure efficient and sustainable utilization.
- Policy Support and Ecosystem Protection: The data will help the state frame policies that support economic activities while protecting biodiversity and maintaining environmental balance.
- Other Initiatives:
- OMBRIC Launch: Odisha launched the Marine Biotechnology Research and Innovation Corridor in August 2025 for research and development.
- Support to MSP: This initiative promotes startups, environmental protection, and livelihood support, strengthening the Marine Spatial Planning framework.
