News: The Defence Ministry has notified the sixth Positive Indigenisation List, comprising 405 strategically important items.
About Positive Indigenisation List (PIL)

- Positive Indigenisation List (PIL) is a list of defence items that, after a specified deadline, must be procured from domestic sources instead of being imported.
- Notified by: The Ministry of Defence (MoD) notifies the Positive Indigenisation Lists.
- Implemented by: The Department of Defence Production (DDP) and the Department of Military Affairs (DMA) under the Ministry of Defence implement the Positive Indigenisation Lists.
- Promulgated in: It was promulgated in August 2020.
- Legal Basis: The concept was introduced under the Defence Acquisition Procedure (DAP) 2020.
- Operationalized through: It is hosted and operationalized through the SRIJAN Defence Portal.
- Aim: It aims to reduce import dependence, promote domestic defence manufacturing, encourage indigenisation, and strengthen self-reliance under the Aatmanirbhar Bharat initiative.
- Key Features:
- Timelines: Each notified item has a cut-off timeline, after which its import is prohibited.
- This provides the domestic industry time to develop and test the required products.
- Department of Military Affairs (DMA) Lists: These lists cover major end-user weapon platforms, such as artillery guns, corvettes, radars and transport aircraft.
- Department of Defence Production (DDP) Lists: These lists focus on sub-assemblies, Line Replaceable Units (LRUs), high-precision sensors, ammunition types and specialised raw materials for Defence Public Sector Undertakings and Coast Guard assets.
- Implementation through ‘Make’ Categories: The Defence Acquisition Procedure (DAP) 2020 provides three categories to promote indigenous defence production.
- Make-I: Indian industry develops the product or prototype with financial support from the government.
- Make-II: Indian industry develops the product or prototype at its own cost.
- Make-III: Defence equipment is manufactured in India with foreign collaboration or Transfer of Technology to reduce imports.
- Timelines: Each notified item has a cut-off timeline, after which its import is prohibited.
About the 6th Positive Indigenisation List
- Coverage: It includes 405 items, comprising 16 Indian Coast Guard items and 389 Defence Public Sector Undertaking items.
- Items included: The list covers Line Replaceable Units, sub-systems, sub-assemblies, spares, components and raw materials.
- Business potential: The items have an estimated business potential of ₹3,070 crore.
