News: The Forum of Regulators (FOR) conducted its 100th meeting at Bharat Mandapam, New Delhi, completing its 21-year journey.
About Forum of Regulators (FOR)
Introduction
- Forum of Regulators (FOR) is a statutory platform that coordinates and improves regulatory practices in the power sector.
- Establishment: It was constituted in 2005 as per the Electricity Act, 2003.
- Aim: The Forum aims to improve coordination, harmonisation of regulations, consumer protection, and efficiency in the power sector.
- Composition:
- It consists of the Chairperson of the Central Electricity Regulatory Commission (CERC) and Chairpersons of the State Electricity Regulatory Commissions (SERCs).
- The Chairperson of CERC acts as the Chairperson of the Forum.
- Headquarters: It’s headquarters is located at New Delhi.
- Secretary: The Secretary to the Central Commission shall be the ex-officio Secretary to the Forum.
- Finances of the Forum: The Central Commission may collect financial contributions from State Commissions for Forum activities and maintains separate accounts for these activities.
- Meetings: The Forum meets at least twice every year and frames its own business rules.
- Annual Report: The Forum prepares an annual report summarizing its activities and submits it to the Central Government.
Key Functions
- Data Collection and Analysis: The Forum analyses tariff orders and examines compliance with the Electricity Act, tariff policy, prudent costs, and subsidy accounting.
- Subsidy Accounting: The Forum prepares quarterly statements on subsidy demands, payments, and subsidy gaps for distribution licensees.
- Renewable Purchase Compliance: The Forum monitors renewable electricity purchase targets of distribution licensees, captive consumers, and open access consumers.
- Regulatory Coordination: The Forum promotes harmonisation of regulations, information sharing, research work, and consumer interest protection.
