News: Delhi has topped NITI Aayog’s India Electric Mobility Index (IEMI) 2025 for the development of the e-mobility ecosystem and the adoption of electric vehicles (EVs) on Indian roads.
About India Electric Mobility Index (IEMI) 2025
- IEMI is a composite Index, which assesses the policy framework and implementation outcomes for e-mobility at the state-level.
- Developed by: NITI Aayog developed the index in collaboration with WRI India.
- Themes: The report covers three themes:
- transport electrification progress (50%)
- charging infrastructure readiness (30%)
- EV research and innovation status (20%)
- Scores: According to the index, the composite scores on performance across all 36 States and Union Territories (UTs) ranges from 10 to 84, and a median score of 40.
- Performance: Delhi has topped the NITI Aayog’s India Electric Mobility Index (IEMI) 2025.
- Maharashtra and Karnataka secured the second and third positions, with scores of 78 and 73 respectively.
- Chandigarh and Goa secured the fourth and fifth positions, with scores of 71 and 65 respectively.
- Goa improved significantly by climbing ten positions and secured the fifth position.
- Madhya Pradesh recorded a major improvement, rising from 23rd position in 2024 to seventh position in 2025.
- Performance of Large States
- Eight large states, namely Tamil Nadu, Madhya Pradesh, Odisha, Andhra Pradesh, Telangana, Haryana, Rajasthan and Uttar Pradesh, were classified as frontrunners, with scores between 50 and 64.
- Seven large states, namely Chhattisgarh, West Bengal, Bihar, Kerala, Jharkhand, Punjab and Gujarat, were classified as emerging performers, with scores between 35 and 49.
- Themewise performance:
- Transport Electrification: This category measures EV adoption, market absorption, consumer acceptance and demand-side momentum.
- Delhi, Chandigarh and Maharashtra were the only States and UTs to qualify as top performers in transport electrification progress.
- Charging Infrastructure: This category assesses factors such as the charger-to-vehicle ratio, subsidies for charging infrastructure, building bye-laws for EV charging and power availability.
- Karnataka recorded the highest national score of 97 in charging infrastructure readiness.
- Goa and Maharashtra followed with scores of 92 and 91, respectively.
- EV Research and Innovation: This category considers the presence of EV startups, research and development initiatives, and patents related to electric mobility.
- Delhi achieved the highest score of 94 in EV research and innovation status.
- Transport Electrification: This category measures EV adoption, market absorption, consumer acceptance and demand-side momentum.
