In case of maintenance for a Muslim Women, probably its envisaged that a husband pronouncing TripleTalaq has an intent of divorcing the wife and not continue marital relation and hence despite divorce being illegal this way, compensation is provided for.
But the problem would arise when this compensation would come in question after divorce; when other laws like Muslim Women Protection of rights on divorce Act 1983 would come in the fore.
Nevertheless, since Triple Talaq became illegal, if the husband repents, he can stay with the same woman without the halala practice and hence is a measure of huge relief to women.
