Don’t worry, the cut will apply from 2019 and that too in a phased manner. We won’t be affected. The recommendation is to reduce from 32 to 27. Govt still considering after 8 months of submission.

In the “Burden of disease shifts to non-communicable ailments” Article –
On one hand “The report pointed out that communicable diseases constitute almost two-thirds of the disease burden in India.”

On other “In 1990, 61% of the total disease burden in India was attributed to communicable, maternal, neonatal, and nutritional diseases. This figure has dropped to 33% in 2016. At the same time, the contribution of non-communicable diseases (heart disease, cancers, respiratory diseases, neurological disorders) has risen to 55% from 30% in 1990.”

Despite the contrast, I am 99% sure that 1st statement is wrong as the transition has been from Communicable to Non Communicable diseases. ForumIAS kindly confirm as some sources have mentioned the 1st statement too.
