Sir, in below piece, I think analysis is wrong. It should be other way around i.e. for this two reason, lynching should not have come back.

you have to understand the difference between lynching and rioting. What the writer wants to convey is that because of improvement in income and vested interests of political parties, riots have been avoided. but the lynching has emerged.
the first line of the screenshot might have confused you
